Covers light in rack
Awkward to use if the panniers are not in use— it doesn’t cover just the bag well
Bag is already water resistant so this is best for downpours
Other Thoughts
I keep this in the zipped up panniers just in case and have used it once or twice. It’s fine— I’m not convinced it was worth it since the bag is so sturdy and tough. If you ride with electronics or paper in a rainy place then it’s probably more suitable.

Pros
Excellent pannier cover for bicycle touring! Very easy to use and store in it's own envelope up compactly. Nice quality and I highly recommend this product. Kept my "STUFF" nice and dry and my panniers clean. I'll order others as gifts to my bike packing/camping/touring friends.
Cons
For added visibility, I'd like it to be hi-viz in color or at least yellow or at least some reflective material on all sides with a reinforced 'loop' so safety flashing tail light could be easily added.

Pros
Designed to fit Topeak trunk bag with panniers. Good water shedding ability. Elastic is (so far) tight, so cover fits bag well.
Cons
No negatives so far.
Other Thoughts
Seems to be made of better material than the ~6 year old yellow cover.
